Expansion
The date of MCD election in Delhi has been announced. Polling will be held on December 4 and results will be declared on December 7. This time MCD elections will be according to the new delimitation. It was recently announced by the Delimitation Commission.
In such a situation, today we will tell you that how will the change of the delimitation affect the election? Whose preparation is there in Bharatiya Janata Party, Aam Aadmi Party and Congress? Let's know...
MCD was divided into three parts earlier
Earlier the Municipal Corporation of Delhi (MCD) was divided into three parts. North Delhi, South Delhi and East Delhi. For the last 15 years, all three MCDs are under the control of the Bharatiya Janata Party. In the last election i.e. 2017 in North Delhi, BJP had won 64 wards. Aam Aadmi Party won 21 wards and Congress 16 wards.
Similarly, in South Delhi, BJP had won 70 wards, AAP 16 and Congress 12 wards. In 47 wards of East Delhi, BJP candidates, 12 AAP and three Congress candidates had won. The main contest in the 2012 elections was between the BJP and the Congress. The Aam Aadmi Party did not contest the elections then.
In May this year, the central government merged the three MCDs into one. Meaning now Delhi will have only one mayor instead of three. Their powers will be more than before. Now only one mayor will take care of the entire Delhi. Not only this, along with changing the delimitation, the number of wards was also reduced. Earlier, North and South Delhi had 104 councilor seats each, while East Delhi used to have 64 seats. In this way, there were a total of 272 seats in the Municipal Corporation earlier, which has now come down to 250.
The scope of the ward increased and decreased, the number of voters also changedDue to the new delimitation, there have been changes in the scope of many wards. The area of many wards has increased, while that of many has decreased. Similarly, the number of voters has also changed. In many wards the number of voters has decreased, while in many it has increased. The number of wards has also been changed. For example, now the largest ward in Delhi has become Mayur Vihar Phase-1. Trilokpuri and Sangam Vihar are at number two and third. The ward of Chandni Chowk has now become the smallest. 42 seats are reserved under SC quota. Now with the changed delimitation, there has also been a big change in the caste equation.
Who can benefit?
To understand this, we spoke to senior journalist Pramod Kumar Singh. "Since its establishment in 2012 and forming the government for the first time in Delhi, the Aam Aadmi Party has started cleaning up the Congress. Wherever there used to be a direct contest between Congress and BJP, now it has changed into BJP and Aam Aadmi Party. Like the Delhi Assembly, its hallmark can be seen in the MCD too. In the 2017 municipal elections, in all the three zones, AAP made the Congress at number three and itself reached the second position. In this election now the direct contest is between Aam Aadmi Party and BJP.
Pramod further says, 'BJP is in control of MCD for the last 15 years. In such a situation, the Aam Aadmi Party is trying to capitalize on the anti-incumbency. At the same time, BJP is talking about going among the public about its works. At the same time, Congress is once again trying to make itself known in Delhi. However, with the new delimitation all the figures have changed. All the parties will have to look afresh at all the factors including caste, religion. In such a situation, it is too early to say how much profit or loss will be there.
What problems will the simultaneous elections in Gujarat and Delhi pose for AAP?
According to Pramod, another biggest problem has come before the Aam Aadmi Party. Now the dates for the elections to the Legislative Assembly in Gujarat and the MCD in Delhi are around the corner. In such a situation, Arvind Kejriwal will face problems regarding publicity. Arvind Kejriwal is the only face with the Aam Aadmi Party, in whose name the party gets votes. If he campaigns in Gujarat, he will not be able to devote time to MCD and if he campaigns for MCD elections, then distance will increase from Gujarat elections. In such a situation, they have to find an option in the middle of it. Whereas, the situation like AAP is not in BJP and Congress. In these parties, more than one face leads the campaign. Both the parties will campaign on the basis of local leaders instead of national in MCD elections.
